Yes I am able to install other apps and upgrades on both wifi and cellular data. I just tried to install Google Translate and I got a message, saying that I need 12.4 IOS. to get the latest update and they prompted me "install the older Version of Google Translate". which I accepted and the app got installed and is working.

I did eventually determine what is the actual problem. It is that the markup will only be recognised as a signal not to translate the text if it is a page of an HTML website that you put through Google Translate.
